Engineering and Design Solutions for Pipeline Capacity Upgrades in Southeast Africa
Enhancing fuel capability and energy security in Africa
Project Background
Our client, a pipeline operator, operates the crude oil export pipeline in Southeast Africa, which specialises in transporting petroleum products. Our client aimed to modify the operation of this multiproduct pipeline to achieve the establishment of “series pumping” operations at one of the pumping stations, increasing not only the capacity of the pipeline, but overall production to meet growing regional energy demands.
Services
Led by Penspen’s regional head office in Abu Dhabi, UAE, our engineering team provided detailed design to achieve the series pumping operation with phase-2 flowrate based on a revised FEED study carried out in 2015 for the pipeline capacity upgrade project. The scope of work included:
- Installing new mainline pumps
- Mechanical piping modifications
- Electrical & Instrumentation upgrades at existing facilities
- Procurement assistance to ensure timely delivery of key long-lead items (LLIs).
Result
Penspen supported the client in determining an optimal capex strategy, enabling phased upgrades that met capacity goals without significant upfront costs. This phased approach allowed the expansion and replacement of existing facilities in two phases, aligning with the client’s project requirements while minimising project financial strains.
The project’s primary goal is to supply additional gasoline products to one of the pumping stations, addressing the demands of a growing population. From FEED to detailed design, procurement, and ongoing construction and commissioning support, Penspen has played a key role in enhancing energy security in Southeast Africa by increasing local fuel distribution capacity and supporting the nation’s energy production and security goals.
The first phase of detailed engineering was completed in April 2023, with construction and commissioning support continuing through 2025, with Phase 1 anticipated to be finished in June 2025.
