Since establishing a presence in the Middle East and Africa in 1961, Penspen’s MEA Region operations have rapidly expanded to cover an extensive range of engineering and project management capabilities. We undertake a variety of technically challenging and ground-breaking projects across the entire project life cycle in the energy sector, including the development of new oil, gas and refined product production and storage assets, existing oil and gas asset upgrade and rehabilitation, and support for the development of new energy transition assets to support the production of hydrogen, carbon capture and storage (CCS).

In the Middle East and Africa (MEA) region, Penspen has been operating for over 35 years, earning a strong reputation for delivering high-quality Engineering, Project Management, and Asset Integrity services.
Our Expertise
Penspen’s team of world-class engineers have a breadth of multidisciplinary experience and are focused on applying our capabilities on projects across the Middle East and Africa. Our broad range of upstream, midstream and downstream services, support the delivery of EPC projects from the wellhead via pipelines, to processing facilities and on to downstream petrochemical refining, for both onshore and offshore assets. We help to improve asset efficiency and support wider energy access across the region.
Demonstrated Capabilities
We have successfully undertaken a wide range of projects across the entire project life cycle, from field development initiatives to asset rehabilitation efforts. By collaborating closely with major National Oil Companies, and leading EPC Contractors, Penspen has demonstrated its capabilities in executing technically challenging and ground-breaking projects in the region.
Engineering
We help clients develop new energy assets, from well head to product transportation, both onshore & offshore, through customised engineering solutions. Our range of engineering capabilities covers conceptual and feasibility studies, basic and front end engineering, detailed design and procurement services.
PMC
Project Management Consultancy (PMC) will be integrated as part of Client’s project management team to deliver the scope of services required for a project, including, provision of project management staff, project controls and engineering supervision, FEED tender production, bid evaluation, supervision and review of design and EPC tender evaluation, and contract preparation.
PMS
Project Management Services (PMS) team work independently from the Client’s project management team (reporting directly to the Client PMT) to deliver the scope of services required for a programme of works including, advice and supervision of all project phases from the earliest concept and design stages through to asset commissioning.
AI
Asset Integrity (AI) provides consultancy services related to the overall integrity, risk assessment and risk management of onshore and offshore energy assets. Our range of services includes, Asset Integrity Management Systems, corrosion, failure investigation, integrity assessment, reliability analysis and risk assessment and cathodic protection design and evaluation.

Detailed Engineering
One notable example of Penspen’s expertise is its involvement in a pipeline project in the UAE. Penspen was responsible for providing comprehensive engineering services, including detailed design and construction supervision, to ensure the successful implementation of this project.
Engineering | National Oil Company
Programme Management
Our objective in this project was to maintain offshore production, onshore processing and export rate of 350,000 BOPD and move towards zero flaring by capturing associated gas and export recovered gas. This was achieved through Project management services of FEED and EPC projects for a programme of works, a review of pre-FEED design, FEED supervision and EPC engineering support.
PMS | National Oil Company
Residual Life Assessment
We were tasked with identifying and repairing corroded sections to allow operation for a further 5-10 years and installing surge protection measures to limit internal pressure. To do this we provided an integrity and residual life assessment, a steady state and transient hydraulic analysis and detailed design and engineering.

Penspen’s Middle East & Africa Regional Headquarters is strategically located in central Abu Dhabi at the Business Avenue Tower, serving as the focal point for Penspen’s activities in the region with over 600 employees.
Penspen’s Kingdom of Saudi Arabia Regional Headquarters is based in Al Khobar and has a dedicated team of 100+ employees. Penspen is committed to serving the local energy industry and contributing to the Kingdom’s Vision 2030 objectives.
